What is Trust Modernization?
The Trust has launched the Trust Modernization Program (Trust Mod), a new approach to revitalizing public housing across New York City. This program comprehensively renovates buildings and increases funding for operations and capital repairs using the federal Section 8 program. Residents must vote to opt into the Trust Modernization & Preservation Program and help drive the priorities for the initial renovation project, select the contractors to perform the work, and oversee the quality of work completed. NYCHA continues to manage the property, but the Trust oversees NYCHA’s operations and holds them accountable for performing to industry standards.
At Nostrand Houses, the Trust Mod Program is bringing major improvements to buildings, apartments, and shared spaces. The CMG team is working closely with the Trust to deliver these upgrades efficiently and with a strong focus on resident needs.
Renovations will include fully updated kitchens and bathrooms, new flooring, doors, and windows, new heating and cooling solutions, and modernized elevators. Electrical systems will be improved, and environmental hazards like lead-based paint and mold will be safely addressed.
What’s New About This Approach?
The Trust is using a method called Design-Build, where a single team is responsible for both the design and construction of the renovation. This streamlined approach improves coordination, encourages innovation, and helps ensure projects stay on schedule and within budget. By combining these phases under one team, the process becomes more efficient, transparent, and responsive to resident needs.
The Trust Mod Program uses this process in order to deliver integrated, high-quality renovations while remaining fully compliant with all local, state, and federal laws and regulations. This approach focuses on priority building needs, improving conditions for residents more quickly and with fewer disruptions. The program also emphasizes strong resident engagement — ensuring that residents are informed, heard, and supported throughout the process.
A key goal of the program is to modernize developments in a way that meets the needs of all residents, including those with limited mobility and older adults, making homes more accessible, safe, and comfortable for everyone.
